Floor heating in one cold country

Out of all places Mongolia is hot in the summer and very cold
in the winter. But the life of traditional herdsman and hunter is changing.
Things like bow and arrow are out - cell phones and radiant floor heating
are in.
Mongolia is a country with the history dating back
thousands of years.

When new apartments are being build usually on the tight budget of this not
so rich country, most of them are outfitted with Elektra floor
heating for energy efficiency and cost of saving.
What would the mighty Genghis Khan said for such an over
luxurious amenities?
